Notes On the Improvement of River and Harbor Outlets In The United States
The experience available at the present time, from improvements of the mouths of rivers and harbors, is in no single country as extensive as in the United States. For more than 30 years, work of this nature has been carried on, embracing the coasts of the Atlantic and Pacific Oceans and of the Gulf of Mexico, and varying from rivers draining a small portion of one State to rivers like the Columbia or the Mississippi, and from harbors of local magnitude to those having an importance which has grown to be world-wide. The experience with these works has been very varied, and has made plain the fact that the operation of the laws governing the improvement of the outlets of rivers and tidal harbors is complex and very difficult of analysis.
