The people of the United States have not in the past, and probably will not in the future, fully appreciate the value of waterways, until they are confronted with the problem of placing their products in foreign markets at such a price as to compete successfully with foreign manufacturers. Then the cost of transporting the raw materials to the mills and the finished products to tidewater will often be determining factors as to ability to sell.
