Performance-Based Design of Residential Structures for Flood
In 2005 Hurricane Katrina demonstrated how devastating flood waters can be to residential structures. Obviously, life safety of the inhabitants is the most critical issue for residential buildings followed by financial (property) loss due to -water damage. This paper presents a methodology and an illustrative example for design of wood frame residential structures for flood. The methodology is based on probabilistic hazard and provides the owner and engineer with a fragility for annualized loss or for loss over the anticipated/expected lifetime of the building which can aid in decision making during the planning, construction or the retrofit/repair process of a building. The approach is based on known properties of wood and housing products, and when not available, reasonable interpretations are used based on discussion with colleagues in the industry. The method is demonstrated for different mitigation strategies on a one-story house with no basement but can be extended to any structural configurations.
