Snow Removal Problems of Organization and Operation
The operation of snow removal, like construction or maintenance, must be approached from the viewpoint of organization or personnel as well as from that of equipment, and to this personnel the greatest attention must be given. It is only by reason of a thoroughly competent, efficient, and loyal organization that satisfactory results can be produced in the limited time allowed for the opening to operation of the main and connecting road systems under the charge of a State Highway Department if travel is to be continued with the minimum inconvenience.
