Design of Performance Evaluation System of the Urban Utility Tunnel Based on PPP Mode
The PPP model has been widely popularized and applied in the construction of the urban utility tunnel in China. In order to ensure the smooth implementation of the project, it is necessary to focus on the performance evaluation of the construction period and operation period of the urban utility tunnel based on PPP mode. This paper uses a combination of qualitative and quantitative methods. Firstly, according to the characteristics of the project, the performance evaluation index during construction period and operation period is determined, and the weight of each index is determined by AHP. Finally, the performance appraisal chart is designed according to the weight, and the performance evaluation system of the urban utility tunnel based on PPP mode is constructed, in order to ensure the effective operation of the project and obtain good benefits through reasonable performance evaluation.
