Komunalinių ir pavojingų atliekų, skirtų šalinti ir (ar) naudoti energijai gauti, ir komunalinių atliekų deginimo proceso likučių importo iš kitų valstybių į Lietuvos Respubliką draudimas ; Prohibition of the Import of Municipal and Hazardous Waste Destined for Disposal and/or Energy Recovery and Municipal Waste Incineration Process Residues from other Countries into the Republic of Lithuania
The prohibition on the import of municipal and hazardous waste destined for disposal and/or energy recovery, as well as municipal waste incineration process residues (ash and slag) from other countries established in the Law on Waste Management of the Republic of Lithuania and entered into force since 1 November 2020 may be understood as a measure to implement the waste management hierarchy. Based on international practice, it was possible to establish the prohibition on waste import also on a wider scale in the Law on Waste Management of the Republic of Lithuania, i. e. not only for municipal and hazardous waste intended for disposal and/or energy recovery and municipal waste incineration residues, but also for other types of waste. A step in the legal framework for waste management with the prohibition on the import of municipal and hazardous waste destined for disposal and/or energy recovery and municipal waste incineration residues has been a positive step. However, it was too hasty, inter alia, as no amendments to other legal acts required for the control of the duly established waste import prohibition and entities liability for its infringements have been adopted.
