The issue of explicitness of the payer of the local charge for the collection and management of domestic waste is revealed in the final master thesis. In this thesis, the concept of the principle “the polluter pays”, the concept of the local charge and its definition and the content of the concept “waste holder” are revealed with the help of the documental analysis and systematic analysis, the definitions of the payers of the local charge for the collection and management of domestic waste in municipalities are analyzed and the main raised criteria are revealed. The concept of the “payer of the local charge for the collection and management of domestic waste” at the national level is shaped with the help of the abstraction method. After evaluating the Lithuanian legal acts and judicial practice, a conclusion is drawn in the final master thesis that an inexact and unclear definition of the payer both affects the non-effectiveness of the charge in municipalities and dissatisfaction of the society with the domestic waste management system.
