The European Commission declared 2011 as the year of volunteering. Volunteering is a common and international phenomena and it is useful for the society, nongovernmental organizations and development of persons undertaking these activities. The European volunteering centre issued a manifesto stressing the importance of volunteering and offering specific actions on developing the society that respects volunteers. Moreover, in this autumn the Lithuanian President ordered to constitute a work group that would find the solutions on volunteering problems. It is a relevant topic, and in order to enhance effectiveness, various methods are undertaking: e.g. the draft law on volunteering activities and programs on volunteering support. Research object development of volunteering capacities in nongovernmental organizations. Research purpose – after analysis of volunteering tendencies in Lithuania and Belgium, suggest some good-practice management organization measures on motivating Lithuanian residents to volunteer. Research objectives: 1. To overview the environment of NGO activities, to establish the theoretic presumptions on the use on volunteers in NGO performance; 2. To indicate and analyze the organizational features for the most effective use of volunteering and establish the effect of visibility of organization on attracting volunteers. 3. To establish the effect of motivation methods for development of volunteering. 4. To construct the organizational measures on motivating Lithuanian residents to volunteer. Research hypotheses: Research hypothesis H1 – The size of organizations has the effect on the use of volunteering activities. Research hypothesis H2 – Visibility of NGOs and methods of volunteering attraction have the effect on the involvement decision of volunteers. Research hypothesis H3 - Volunteering experience directly depends upon the motivation methods of NGOs. Research methodology. The study used various theoretic methods: comparative, logical, abstract and summarizing, and empirical methods: document analysis, surveys, interviews. . Study results. The features of volunteering and NGO activities have been analyzed and systemized. After evaluation of sociologic research it has been established that use of volunteers by NGOs is influenced by the size of the subjects (H1 affirmed), the problematic of NGOs visibility and volunteering attraction and use of volunteers was established (H2 affirmed). It has also been established that volunteering experience only in part depends upon the methods of motivation of NGOs (H3 partly affirmed). Evaluation of main obstacles of volunteering attraction (lack of information and time, negative view on NGOs, lack of interesting organization activities), and problems arising in NGOs (poor material basis, too little control and workload for volunteers, lack of approval of volunteering work, disagreements in organizations, lack of clarity on funded expenses) and motivational methods (expression of gratitude, symbolic gifts, recommendations and etc) on the use of volunteers, some suggestions for solving these problems are provided. Work structure. The master degree final paper consist of the contents, lists of annexes, tables, illustrations, introductions, three main parts of the paper, conclusions and suggestions, bibliography, annotation in Lithuanian and English, summary in Lithuanian and English and annexes. Publicity. Results of the study are presented at international scientific conference „Volunteering and philanthropy: from ideals to ideology“ on 8-9 April, 2011, at the LCC international university, Klaipėda. Scientific article will be published in scientific research journal LCC Liberal Arts Studies.
