Vilniaus miesto savivaldybės strateginis plėtros planavimas ; Strategic expansion planning of vilnius city municipality
The analysed subject of this work is the strategic development planning of the Vilnius City Municipality. The latter is the largest municipality in terms of population and number of operating entities, that creates a third of gross domestic product, also attracts about 60% of the foreign direct investment, as well as Vilnius, is known for being a frontrunner in most of the other economic indicators in Lithuania. The municipality must foster its inhabitants' prosperity by preparing a strategic development plan, creating a common vision for development, priorities, goals, objectives and measures to achieve them, taking into account the needs of society. The municipality has the opportunity to involve entrepreneurs in the following stages of strategic development planning: preparation, updating, monitoring and evaluation. Unfortunately, studies have shown that due to inefficient measures for the dissemination of municipal information, most entrepreneurs, in fact, do not participate in the stages of the strategic development plan and are little aware of it. The strategic planning of development of the Vilnius City Municipality is a process that is not yet well developed. The municipality lacks the experience of creating a systematic and easily understandable and measurable plan for the general public. Vilnius City Municipality should take more effective measures for the dissemination of information in order to attract entrepreneurs. The private sector is more focused on the usefulness of its own organization, therefore the municipality should take appropriate measures that would attract entrepreneurs to strategic development planning stages. One of the tools could be to publicize successful insights and ideas of companies that contribute to the planning stages through social networks and local media. In this way, companies would receive additional "advertising" and municipality would attract more proactive entrepreneurs involved in the development of strategic planning stages.
