The policy of rural development must ensure the preservation of the traditional rural life style and rational land use. The rural population significantly diminished before 1990. Recently this tendency remains only in East Lithuanian regions. Farming land area was diminishing 18.9 thousands ha yearly during 1948–1989 due to essential changes of rural territories. During 1990–2005, farming land area decreased by 777 thousands ha because of the land reform. The biggest area of abandoned land is in East Lithuania where infertile soils prevail and the number of working rural inhabitants is smaller. On average, in Lithuania farmers and agricultural enterprises use 78.3% and in East Lithuania counties 58.6–67.0% of farming lands. One of the causes can be uneven land privatization. The main land reform activities in most of the counties will be finished in 3–5 years, while in Vilnius and Utena counties after 7 years. Social and economic changes also impacted land use intensity – the area of meadows and pastures established in arable land is out of proportion. To ensure sustainable rural development, these processes should be regulated by preparing and implementing territory planning documents, by differentiated state support, amended legal acts related to land use and territory planning.
