Zoning and subdivision ordinances however, by themselves, are limited in their ability to enable the City to take a comprehensive look at the direction in which the City is heading, and in their ability to provide a means by which the City can influence its own long-range destiny. It is to fill this void that cities develop and maintain comprehensive plans. This Comprehensive Plan is the long-range policy document for the City of Eagle Point. It is designed for a long-range planning period of approximately 20 years. It provides a framework for City decisions, and provides citizens with a document that explains long-range public policy so that they can make informed individual planning decisions, and provides continuity in the planning process over an extended period of time." - P. 1 [12].
