These documents have served the City well, and their thoroughness reflects the community's concern for the effects that growth and development can have. Zoning and subdivision ordinances however, by themselves, are limited in their ability to enable the City to take a comprehensive look at the direction in which the City is heading, and in their ability to provide a means by which the City can influence its own long-range destiny. It is to fill this void that cities develop and maintain comprehensive plans. This Comprehensive Plan is the long-range policy document for the City of Eagle Point. It is designed for a long-range planning period of approximately 20 years. It provides a framework for City decisions, and provides citizens with a document that explains long-range public policy so that they can make informed individual planning decisions, and provides continuity in the planning process over an extended period of time." - P. 1 [12].
