The plan is organized in four sections: The Introduction describes the purpose, structure and use of the plan, prologue to planning and general goals and objectives. Community development patterns presents an historical profile, population and economic patterns, physical patterns and community development policies. The comprehensive plan elements recommends policies and development proposals for five plan elements: Land use; housing; transportation; public facilities; and open space.
