Landscape assessment under the Resource Management Act 1991
One of the main reasons for undertaking landscape assessment over the past few years has been the requirement under s 6(b) of the Resource Management Act 1991 (RMA91) for protecting outstanding natural features and landscapes. In this paper, key aspects of that requirement are reviewed, based on recent experience hearing expert landscape witnesses present evidence to the Environment Court. The paper identifies some pitfalls of landscape assessment and finishes with some recommendations for improved practice.
