Rencana Aksi Nasional Hak Asasi Manusia (RANHAM) Generasi Ketiga adalah merupakan suatu upaya yang disusun sebagai pedoman pelaksanaan penghormatan, perlindungan, pemajuan dan pemenuhan Hak Asasi Manusia (HAM) menjadi tanggung jawab dan kewajiban Negara bagi warga negara. Namun dalam pelaksanaan, oleh pemerintah daerah belum sesuai dengan kebijakan pemerintah, dimana oleh pemerintah daerah harus memperhatikan fokus, potensi, dan permasalahan yang belum terpenuhinya lingkungan hidup yang baik dan sehat bagi masyarakat.Tujuan penelitian ini untuk mengetahui secara signifikan persiapan RANHAM tentang Pro Environment dan kebijakan pemerintah daerah untuk peningkatan mutu lingkungan hidup untuk kesehatan masyarakat dalam rangka pro lingkungan. Selanjutnya evaluasi ini dapat diketahui pencapaian pemerintah daerah dalam menciptakan pro lingkungan yang berperspektif HAM dalam menyongkong kehidupan manusia baik pada tataran peraturan sampai dengan pelaksanaan pro lingkungan di daerah mengalami dampak lingkungan akibat kegiatan pertambangan. Abstract The National Action Plan for Human Rights (RANHAM) Third Generation is an effort that arranged as guidance of the implementation of esteem, protection, furtherance and fulfillment of Human Rights is the responsibility and obligation of its citizens. However, the local governments have not implemented feasible with the policy of the central government, they should be more focus to the potential, and the problem that is people do not have good and healthy environmental.This research intends to know RANHAM preparation of Pro Environment, significantly and local government policies to improve the quality of the environment for public health in order to pro-environment. Furthermore, this can be determined through the evaluation of the achievement of local government in creating an environment that has a pro-human rights perspective in support of human life both at the level regulations to the implementation until the pro-environment in districts experiencing the environmental impacts of mining activities.
