History and features of project; tunnel with circular concrete section, 5 ft 5/8 in. inner diam and wall thickness 9 in. had to be driven in rock; best 24-hr advance was 104 ft; each of three plants has 37,500-kva generator and 51,200-hp Francis reaction-type Pelton turbine; total of 600,000,000 kw-hr per yr will be transmitted over 230-kv single circuit steel tower transmission line 258 mi long to Los Angeles.
