Backhoe used in mucking surge chamber excavation is described; Hein-Werner backhoe, stabilized by crane above surge chamber, swings around in circle and mucks dirt into pilot shaft directly underneath; fully-revolving machine mucks 180° swaths before it is lifted by crane and rotated; this way, it always uses lowest and most stable elevation as footing.
