Report considers desirable characteristics of papers in more detail, summarizes actions taken on 182 papers submitted during 1961-1964; based on these experiences, report makes constructive suggestions for authors and suggests questions for discussion by membership of Division; two appendices describe operating procedures of committee and present information of aid to authors in preparation of papers.
