Hypotheses and conclusions in connection with research at University of California, Berkeley on flexibly mounted cylinders with two degrees of freedom in waves and streams; problems discussed are associated with large cylinders and diffraction, vibration transmission, force and wave force coefficients, wake motion, ocean data, wave acceleration, eddy forces and sheltering by neighbors, force calculation by potential theory, sheltering and orientation effects on groups, force synchronization, self-excited vibrations, dry anomaly in oscillatory motion, flexible cylinder in oscillated group or in stream, fluid force model, and noncircular cylinder behavior.
