Method is proposed to measure quality of roadbed by ability of roadbed to resist prescribed forces tending to destroy it expressed in psi of pressure; taking into account that water in fine grain materials can only be removed by evaporation, water content in tests is controlled by reduction of pore space or covering of surface with airtight crust of asphalt and sand; method proposed makes no effort to drain roadbeds made of silts and clays.
