Soil cement solves seepage loss
Soil cement slope protection pioneered and specified by Bureau of Reclamation for dams up to 234,000 acre-ft capacity, successfully applied to new dam near Springer, NM, below old earthfill dam with seepage problem; upslope seepage stopped by extended core 18 ft below grade and 200 ft long; compacted shale-clay mixture used to build up dam; soil cement used to repair old dam and 26 lifts of 6-in. compacted river sand with soil cement placed loosely in 8-in. lifts before compaction for facing and paving to withstand severe weather conditions; materials, equipment, and procedure.
