Method is presented for analyzing stability of embankments during earthquakes incorporating consideration of time history of forces developed in embankment during earthquake, and measurements of soil behavior under simulated earthquake loading conditions; method also follows concept of earthquake design advocated by N.M.Newmark in which stability is assessed in terms of embankment deformations rather than as factor of safety developed at some instant during earthquake; method is primarily applicable for analyzing stability of embankments constructed of saturated soil which is sufficiently impervious so that no drainage will occur during period of earthquake ground shaking.
