Skagit project of Seattle City Light is nearing completion with construction of Ross power house which will have three 90,000-kw units initially and fourth ultimately; Gorge power house was placed in service in 1924; dam and power house 7 mi upstream, completed in 1936; Ross Dam rising 540 ft will impound 1,400,000 acre-ft.
