Description of works including salvage and repositioning of 3 hulks in East Lagoon to permit deep dredging and to allow ships to maneuver on inshore side of new pier without losing protection previously afforded, dredging, mainly on inshore side of new pier, and reconstruction and enlargement of existing East Wharf to form new deep water berths; ground conditions, design requirements, and construction materials; details of design of wharf structure and surface works; piling plant and pile driving.
