New harbor was formed at western end of Portland Bay, Australia, by enclosing water area of 250 acres by 2 rubble mound breakwaters; main breakwater, 4200-ft long, is designed to withstand waves up to 20-ft high; lee breakwater reaches within 800-ft at right angles of main breakwater, forming entrance to harbor and prevents entry of sand drifting along shore; dredging and reclamation work on 1300-ft long, 58-ft wide K.S.Anderson wharf with reinforced concrete deck and transit shed described.
