The invention discloses a chlorine oxygen magnesium cement stable macadam pavement base material which is composed of the following components in percentage by weight: 1-3% of lightly fired powder, 1-4% of lightly fired dolomite powder, 0.1-0.5% of silica fume, 0.01-0.05% of phosphoric acid, 0.5-2% of industrial magnesium chloride, 85-92% of aggregate and the balance of water. The chlorine oxygen magnesium cement stable macadam pavement base material has long setting time which is sufficient for construction time, and has excellent early strength; the 3d unconfined compressive strength is up to 4 MPa above; the properties are better than those of the traditional Portland cement stable pavement base material; and the chlorine oxygen magnesium cement stable macadam pavement base material is especially suitable for arid cold area in western China, and has obvious economic and broad market prospects.
