The invention provides a process for preparing composite foamed cement. The process comprises the following steps of mixing cement, fly ash, a water reducing agent, a foam stabilizer and polypropylene fibers at a certain ratio, then, dryly mixing uniformly, adding a proper volume of water of certain temperature, stirring for 170-190 seconds at a certain stirring rate, then, adding a certain volume of hydrogen peroxide, stirring for 6-8 seconds, finally, injecting into a test mold, carrying out standing foaming, curing under standard curing conditions, and processing test pieces in accordance with the standard requirements of corresponding performance tests. The process for preparing the composite foamed cement, provided by the invention, has the advantage that the problems in the strength and stability of cement can be effectively solved.
