The invention discloses a strong draining and seepage-based upstream type tailings pond two-level dam structure and application thereof. The structure comprises a primary dam arranged in the downstream area of a tailings pond and a seepage-prevention dam arranged in the upstream area of the primary dam, wherein fine-grain tailings are piled up in the upstream area of the seepage-prevention dam, and coarse-grain tailings are piled up between the primary dam and the seepage-prevention dam; the coarse-grain tailings are firstly deposited by hydraulic classification and are piled up layer by layer to form a tailings pond bearing body. When the structure is applied, the seepage-prevention dam is firstly constructed, the tailings are piled up in the upstream area of the seepage-prevention dam, a coarse-grain tailings depositing beach is formed in an area near the seepage-prevention dam; meanwhile, the primary dam is constructed in the downstream area of the seepage-prevention dam, the coarse-grain tailings begin to be piled up in a lower pond, and the fine-grain tailings begin to be piled up in an upper pond; an effective deposited beach tail of the lower pond is formed into a temporary stagnant area of tailings water; the fine-grain tailings are lifted to the upper pond to be piled up by a pump ship; and finally, the tailings are piled up on a two-level dam structure by using a conventional upstream damming method. The structure can fully combine the advantages of various damming methods to improve the operation safety, stability and economy of the tailings pond.
