The invention discloses a tailing fine powder modifier which is characterized by comprising the following components in mass ratio: 20-40% of surface modifier, 10-22% of particle extraction agent, 5-15 parts of polar additive and 23-65% of polar solvent. When the tailing fine powder modifier is used for the tailing fine powder production process, the specific surface area of the tailing fine powder can be improved by 5-20% and the 7-day activity index of the tailing fine powder can be improved to 70-85%. When the tailing fine powder doped with the modifier provided by the invention is used for cement or concrete production, the blending amount can be improved and the clinker using amount can be reduced under the same fracture resisting and compression resisting conditions, so that the problem of low tailing fine powder utilization rate is solved and the cement and concrete production cost is saved.
