The invention discloses a firm ground water permeability reconstructing device which is characterized by comprising a hollow circular truncated cone with an opening in the upper bottom surface, wherein a hard cover is embedded in the opening in the upper bottom surface of the circular truncated cone, the cover is provided with a water permeating hole, the circular truncated cone is arranged in a firm ground, the cover is flush with or slightly lower than the upper surface of the firm ground, the lower bottom surface of the circular truncated cone is flush with the lower end face of the firm ground; a notch is arranged at the edge of the cover; the area of the upper bottom surface of the circular truncated cone is less than that of the lower bottom surface of the circular truncated cone. According to the firm ground water permeability reconstructing device, the water permeating area of the firm ground can be effectively increased, the water permeability of the firm ground in a city is improved, and the waterlogging is reduced; the cost of reconstructing an existing firm ground is low, and the firm ground water permeability reconstructing device is relatively convenient to maintain.
