A construction external heat-insulation polystyrene insulation board dry powder mortar system is composed of (1) dry powder adhered mortar, which is composed of the following components in percentage by weight: 20 to 30% of common silicate cement, 10 to 20% of fly ash, 40 to 45% of 40-80 mesh quartz sand or river sand, 3 to 5% of redispersable polymer rubber powder, and 0.02 to 0.1% of water retaining agent; and (2) dry powder surface mortar, which is composed of the following components in percentage by weight: 20 to 30% of common silicate cement, 15 to 25% of fly ash, 35 to 45% of 80-120 mesh quartz sand or river sand, 2 to 5% of redispersable polymer rubber powder, 0.02 to 0.1% of water retaining agent, and 2 to 3.5% of fiber.
