The invention discloses a 20cm high plastic net sand-protecting barrier device which comprises a plurality of sand fixing units, wherein each sand fixing unit comprises a 20cm high plastic net and a fixing drill rod; each plastic net is arranged as a V-shaped sand-protecting barrier and a straight sand-protecting barrier through the fixing drill rod; each straight sand-protecting barrier is arranged at an opening of the corresponding V-shaped sand-protecting barrier. The invention also discloses an arranging method for the device. The arranging method for the 20cm high plastic net sand-protecting barrier device and the construction structure are optimized by the invention; a large amount of material cost and labor cost for preventing and treating sand damage in unit area are saved; the construction environment of personnel is improved; the main work is changed into indoor processing from on-site construction; the treating cost for the sand damage in unit area is greatly reduced; the adaptation for the complex terrain of construction site is increased; the method is widely applied to the anticipatory measure for forestation in sand damage area or the independent measure for preventing and treating the sand damage.
