The invention discloses a heating-type draining water board for reinforcing ultra-soft soil and a thermal vacuum pre-pressing device. The heating-type draining water board comprises multiple rows of multiple U-shaped hot water pipes, wherein a grid-shaped core plate coated with a filter membrane is arranged in each U-shaped hot water pipe, a hot water barrel is connected by a water pump, a water inlet pipe, multiple U-shaped hot water pipes and a water return pipe, a vacuum pump is respectively connected with the grid-shaped core plate coated with the filter membrane through an exhaust water pipe, a polyvinyl chloride film is respectively paved on said multiple U-shaped hot water pipes, and a seal pit is formed on both ends of the polyvinyl chloride film and filled with soil. The appearance of the heating-type draining water board is similar with that of an ordinary draining water board, and the draining water board isn't changed when being provided with a machine; circulating water is heated by solar energy, thus energy is saved and the cost is reduced; a thermal vacuum pre-pressing method is integrated with heating and vacuum pre-pressing, the solidification speed of the ultra-soft soil can be quickened, and the final settling volume of the ultra-soft soil can be also improved; the constructing method is similar with the routine vacuum pre-pressing method, and only the hot water pipe is provided with connecting, heating and pumping devices, thus the heating-type draining water board is easy to implement and popularize the engineering.
