The invention discloses a construction method for the rock embedding of an inclined pile. The method comprises the following steps of (1) in-place arrangement of a drilling machine; (2) hole forming in a steel pipe pile; (3) hole cleaning in the steel pipe pile; (4) mounting of a guide frame; (5) sealing of a base of the guide frame; (6) forming of an anchor hole; (7) cleaning of the anchor hole; (8) placement of anchorage cables; (9) grouting of the anchor hole; (10) disassembling of the guide frame; (11) placement of a conduit; (12) underwater concrete pouring. The method has the advantages that (1) a construction process is simple and short in construction period, and influence on the construction period of the whole wharf pile foundation project is slight; (2) the construction cost is low, namely equipment used for the construction process is relatively undiversified, and materials for the construction process are low in cost, so that the comprehensive cost is low; (3) a constructed wharf pile foundation is reliable in quality, namely the uplift resistance and sliding resistance indexes of the wharf pile foundation are enabled to meet requirements, and meanwhile, the construction period is shortened, and the construction efficiency is improved.
