A hydroelectric power dam water diversion penstock internal operation device is characterized by comprising two tracks formed by connecting multiple intra-connection rods, wherein the lateral side of one track is of a shape of a tooth profile track, and cross rods are arranged below the tracks respectively; attraction devices are arranged on two sides of the cross rods and attract the pipe wall of a pipe; a construction vehicle which can move back and forth on the tracks is arranged on the tracks, and power roll wheels which are meshed with the tooth profile track and auxiliary roll wheels which are interlocked with the other track are arranged on the lower side of the construction vehicle. Compared with the prior art, the hydroelectric power dam water diversion penstock internal operation device has the advantages that the device is first fixed on the interior of the pipe, an operator can conduct construction operation on the interior of the pipe by controlling the construction vehicle to move back and forth in the pipe, the construction speed is high, and the working environment of the operator is improved.
