Provided is a hydraulic lifting construction method for recycling a steel casing in pile foundation engineering. The method comprises the steps that the steel casing and a rotary pressed head are welded to form a closed high-pressure container, a high-pressure water pump is used for injecting high-pressure water into the container, a waterproof and seepage-proofing layer pile body is used as a supporting platform of counter-acting force (so that the loading action can be uniformly distributed), the steel casing is made to creep and ascend under the pressure action, the purposes that the steel casing can be removed without being damaged and can be recycled are achieved, pollution sources are eliminated, and resources are saved.
