The invention discloses a deep water pile foundation steel casing recycling construction method and device. A first steel casing and a second steel casing are prepared, the inner diameter of the first steel casing is 30-40 cm larger than the outer diameter of the designed pile, the inner diameter of the second steel casing is equal to the outer diameter of the designed pile, and the height of the second steel casing is at least 1 m higher than the top of the designed pile; a through hole is formed in a panel of the steel platform, and a guide frame is arranged at the through hole and the position 3 m below the through hole; the first steel casing is fixedly connected with the steel platform; a second steel casing is lowered, a plurality of hanging rods are arranged in the circumferential direction of the top of the second steel casing, and the second steel casing is prevented from inclining in the lowering process; after the second steel casing is lowered in place, the ends, away from the second steel casing, of the multiple suspenders are fixedly connected to the side, away from the riverbed rock layer face, of the first steel casing; and when pile foundation concrete pouring is completed and the concrete age meets the standard requirement, the first steel casing is pulled out and circulated to the next working face.
