The invention discloses an initial runoff collection, purification and recycling system and an initial runoff collection, purification and recycling method thereof, which can be used for recycling initial rainfall runoff. The system comprises an accumulating unit, a collecting unit, a purifying unit, a recycling unit, activating units and the like. The accumulating unit comprises collecting pipes and reservoirs; the purifying unit comprises a filtering layer and a synchronous nitrification and denitrification layer; the recycling unit comprises an immersible pump, an irrigating pipeline and irrigating branch pipelines; each activating unit comprises a groove pipe and activating agent. When rain falls, part of rainfall runoff enters the reservoirs via the collecting pipes, and the other part of the rainfall runoff is purified by the purifying unit and then drained into underground water or a river; when water is needed, the accumulated water can be pumped into the irrigating pipeline by the immersible pump, nutrient substances in the rain water, such as nitrogen and phosphorus, are activated by the activating units located at the water outlets, which is favorable for the absorption of vegetation, and the unutilized recycled water can pass through the purifying unit again. The system has the advantages of rainfall runoff collection and recycling, non-point source pollution control, activation of plant growth-benefiting nutrient substances in recycled water, fertilization cost reduction and the like.
