The invention relates to the field of collection and application of initial rainwater, and discloses an initial rainwater recycling device and an initial rainwater recycling method.The initial rainwater recycling device comprises a rainwater collection buried culvert (2), an initial rainwater adjusting pool (3), an overflow buried culvert (4) and an initial rainwater discharging pump station (5), the rainwater collecting buried culvert is used for converging rainwater collected by a rainwater pipe (1) into the first rain regulating reservoir, and an upper port of the first rain regulating reservoir is communicated with an overflow buried culvert capable of discharging rainwater overflowing from the first rain regulating reservoir into a river channel (0); and an initial rain drainage pump (501) of the initial rain drainage pump station is arranged at the lower end of the initial rain regulating reservoir and is used for pumping rainwater in the initial rain regulating reservoir to a municipal sewage pipeline. The technical problems that rainwater cannot enter a municipal sewage pipe due to lack of a device and a method for recycling and treating first rain in municipal management, and the rainwater mixed with various impurities is directly discharged into a river, so that a river water body is polluted, and a river landscape is influenced are solved.
