The invention discloses a cement-based composite self-heat-insulation high-strength energy-saving building block. The building block comprises a building block body which is provided with a heat-insulation cavity, wherein the width of an upper cavity of the heat-insulation cavity is greater than or equal to the width of a lower cavity of the heat-insulation cavity; the building block is prepared from ordinary silicate cement, industrial waste residues, high-strength heat-insulation materials and a multifunctional additive. The building block has the beneficial effect that the heat insulation effect is good, other heat insulation measures are not additionally carried out in a construction process, meanwhile, the fireproof performance is good, and the compressive strength is high; furthermore, the bonding strength is high in a mounting process, the hollowing and the falling are less easily to occur, and the application prospect is wide.
