A circular flange is formed by a steel plate which is 8 mm thick and 25 cm wide and divided into three pieces, the circular flange is arranged between the steel jacket box bottom plate and the steel casing, and the three wide steel plates are connected with each other through binding with rubber tape; 16# bolts are used for anchoring 25 cm wide and 25 mm thick cord fabric rubber plates at the spacing distance of 10 cm on the flange pieces, the cord fabric rubber plates are connected with the flange in a lap joint mode by 10 cm, and the connecting portions of the flange overlap with each other by 10 cm; on the base plate of the steel jacket box, six 10# steel channels are arranged along a circle of the steel casing to press the tail end of the flange. A diver does not need to go down to the steel jacket box bottom to check the spacing distance situation between the steel jacket box and the steel casing, the construction operation is simple, the sub-sealing concrete quality and the construction efficiency are improved, and the construction cost is reduced.
