The invention discloses a heat-insulating and waterproof system of a planted roof and a construction method thereof. The heat-insulating and waterproof system comprises an inverted roof, a siphon type roof drainage system and a rainwater collection and reuse device, wherein a structure layer, a sloping layer, a leveling layer, a waterproof layer, an XPS board heat-insulating layer, a root separating protective layer, a drainage layer, a geotechnical cloth filter layer and a planting soil layer are sequentially arranged on the inverted roof. The construction method comprises the construction steps: (1) cleaning the structure layer; (2) constructing the sloping layer and the leveling layer; (3) laying an HDPE (High Density Polyethylene) film waterproof layer; (4) laying the XPS board heat-insulating layer; (5) constructing the root separating protective layer; (6) constructing the drainage layer; (7) laying the geotechnical cloth filter layer; (8) constructing the planting soil layer; (9) carrying out acceptance check. According to the heat-insulating and waterproof system of the planted roof and the construction method thereof, the defects of the traditional roofs are improved, and the service life of the waterproof layer is effectively prolonged; through additionally arranging the siphon type roof drainage system and the rainwater collection and reuse device, rich precipitation resources can be excellently utilized, the consumption of tap water is lowered, and the improvement on the current situation that water resources are scarce is facilitated.
