The invention discloses a waterproof heat-insulating roof. In such a way, according to the waterproof heat-insulating roof provided by the invention, due to the fact that the waterproof flat plate on the top part has waterproofness, and the rectangular heat isolating cavity is arranged in the waterproof flat plate, the heat-insulating performance is improved, and even water leaks, the water permeating from the top part is also drained by the humidity guiding pipe, and the rainwater leakage-preventing performance is very good.
