The invention discloses a low-viscosity regenerant for the thermal regeneration of an asphalt pavement, a preparation method of the low-viscosity regenerant and an asphalt pavement thermal-regeneration mixture containing the low-viscosity regenerant. The raw material of the low-viscosity regenerant comprises the following components in parts by mass: 5-30 parts of pavement petroleum asphalt, 30-80 parts of a petroleum-based light component, 0.1-3 parts of a binder, 0.5-5 parts of an asphalt emulsifier and 10-30 parts of water, wherein the binder is an alkyl polyethylene polyamine cationic binder, an aromatic amine cationic binder or an aliphatic amine cationic binder, or is a mixture of more than two of the cationic binders at a discretionary ratio; the asphalt emulsifier is a cationic slow-breaking emulsifier or a cationic intermediate-breaking emulsifier. The low-viscosity regenerant for the thermal regeneration of the asphalt pavement has the viscosity of 20-180cst at normal temperature and can be used without the need of heating, so that the problem that the regenerant needs to be heated during a using and transferring process is solved, and the water damage resistance of the asphalt pavement thermal-regeneration mixture is remarkably improved.
