The invention discloses a rotating joint, a sweeping plate and a road cleaning vehicle. The rotating joint (130) comprises a central spindle (131) and a turn plate (132) rotationally sleeving the outer side of the central spindle (131), the central spindle (131) has a liquid inlet (133) and a distribution slot (135) communicated with the liquid inlet (133), the distribution slot (135) is formed in the periphery of the central spindle (131), the turn plate (132) is provided with a plurality of liquid outlets (134), when the turn plate (132) rotates relative to the central spindle (131), the distribution slot (135) is communicated with some of the liquid outlets (134), and the distribution slot (135) is not communicated with the other liquid outlets (134). Water is supplied through selective communication between the distribution slot in the periphery of the central spindle and a plurality of liquid outlets to realize cylindrical surface flow distribution.
