Provided is a municipal bridge guardrail cleaning device fully utilizing a rainwater resource and an application method thereof. The device is used for cleaning a municipal bridge guardrail (1). The device comprises a plurality of water collecting tank assemblies (9), a plurality of cleaning spraying heads (92) and a pressure supplying device (7). The water collecting tank assemblies (9) are connected with the cleaning spraying heads (92) through water pipes (91) in a one-to-one mode. The cleaning spraying heads (92) are arranged on a spraying head installing frame (8) which is exposed out of the ground (2).
