Disclosed are sulfate-resistant portland cement and a preparation method thereof, which relate to the field of a building material. The sulfate-resistant portland cement comprises the following components, by mass: (1) 45.0-60.0% of portland cement clinker, (2) 5.0-10.0% of calcined kaolin, (3) 15.0-25.0% of tungsten tailings, (4) 5.0-15.0% of chromium slag, (5) 10.0-20.0% of iron melting furnace slag, and (6) 2.5-5.0% of gypsum. The preparation method of the sulfate-resistant portland cement comprises (1) material preparation, (2) pulverizing, and (3) powder grinding. Therefore, according to the invention, the sulfate-resistant portland cement is stable in performance and uniform in quality, and particularly has large early strength, stable later strength, and an excellent sulfate-resistant effect.
