The invention discloses a method for mounting grouting device in a working hole at a deep and thick covering layer. The method comprises the steps of arranging a bottom sleeve valve pipe at the bottom part of the working hole at the deep and thick covering layer; mounting a plurality of common sleeve valve pipes above the bottom sleeve valve pipe; sequentially integrally connecting the bottom sleeve valve pipe with the plurality of common sleeve valve pipes to form a sleeve valve pipe assembly for later grouting; mounting a double-layer capsule type grouting plug into a sleeve valve pipe assembly in order to grout grouting size with different concentration; size discharging rings are arranged at every preset distance on the sleeve valve pipe assembly. The method is simple; a grouting device mounted by the method can ensure the grouting quality at the deep and thick covering layer, and the construction can be successfully carried out.
