According to the scheme, the module body is of the hollow box body structure; when the pre-arranged pipeline is fixed in the module body in the pre-arranged manner, a floor up-and-down pipeline system is tested before the water supplying and draining integrated module is used after the water supplying and draining integrated module is completely mounted, and hollow box bodies are fully filled with heat insulating materials or lightweight foamed concrete after no leaking condition is confirmed; the pre-arranged pipeline is fixed in the module body in the pre-arranged manner, so that the pre-arranged pipeline can be effectively prevented from moving during the casting of concrete or cement paste, and the accurate locating of construction is facilitated.
