The invention relates to a novel composite heat-insulation building block. The novel composite heat-insulation building block comprises building block outer walls, a heat insulation layer and anchor hook connection pieces, and is characterized in that the building block outer walls are located on the two sides of the heat insulation layer, and are mutually clamped with the heat insulation layer by dovetail grooves; the building block outer walls and the heat insulation layer are fixed by the four anchor hook connection pieces to form a whole body; blind holes are formed in the building block outer walls; the distance from the left edges of the blind holes to the left edges of the building block outer walls is 1cm-5cm; and the distance from the peripheral edge of the heat insulation layer to the peripheral edges of the building block outer walls is 0.5cm-3cm. The novel composite heat-insulation building block can realize seamless connection of the heat insulation layer of a whole wall surface, and a cold and hot bridge is effectively avoided; and the outer wall heat insulation cost and the construction trouble are reduced, and the possibility of causing fire disasters is avoided.
