The present invention provides an opening and closing apparatus which is able to efficiently adjust tension of a transmission belt without increasing man hour of manufacturing. The opening and closing apparatus for an opening and closing member includes a pad panel (17) of which the front and rear ends are respectively provided with a pair of driven belt wheels which are coiled with endless tooth-shaped betl (36), the rear end of the pad panel (17) being provided with a pair of contrapositively-disposed support wall portions (42,43) of through holes (44,45) which are mutually concentric. The opening and closing apparatus for opening and closing member is provided with a support pin (50) which is equipped with a first end (51) and a second end (52) which are inserted at the two concentric through holes (44,45) which are formed at the two ends along the axis direction, an axis portion (53) which is formed in the middle part along the axis direction clamped between the two support wall portions (42,43) and is rotatable with a driven belt wheel (34) acting as a support, the axis portion (53) being eccentric with respect to the first end (51) and the second end (52).
